A lot of these early squatter punk releases just had basically a folded peice of paper instead of an actual sleeve, so it had artwork/info on both sides. Hope that answers the question I think you're asking.

I edited again my previous comment 'cause it was wrong."COUGH GASP" is the first press, the sleeve without COUGH GASP and without the dialogue on the back is the second (source: Skwert)

I thought the same when I recently had my "first" press. Another thing I noticed it's the Choking Victim logo on the front that looks like it has been added to the "second" press cover, but that's what I've been told about pressings from the previous owners.EDIT: I messagged Skwert and he said that the "COUGH GASP" version is the first press. Mystery solved.

That's strange because the "cough gasp" version actually has dialogue under the "important things to read" as opposed to the flag with children. I figure it would make sense to cover that part up on the second as oppose to add it; or maybe it took them an entire pressing to think up the witty paragraph that's there. No one will ever know. Asking an empty room.

Dem55 is right about the 1st and second press, I also have a copy with no sleeve and just a stamped envelope which reads "choking victim"

As far as I know the cover with COUGH! GASP! is the second pressing.
